??ng.Ethnicminoritychildrenapproachtouriststosellproducts.VNA/VNSPhotoQu?cKhánhHàN?I—??ngHoaNam,GeneralDirectoroftheDepartmentofChildrensAffairsundertheMinistryofLabour,InvalidsandSocialAffairshasnotedthatoverthepastdecade,Vi?tNamhasestablishedarobustlegalframeworkonchildlabourthatalignsmorecloselywithinternationalstandards.ThiswillhelpVi?tNamachievesignificantprogressinreducingchildlabourandultimatelyeliminatingchildlabourinthenearfuture,hesaid.The2020NationalReportonChildLabourbytheMinistryofLabour,InvalidsandSocialAffairsindicatedthatoveronemillionchildrenwereengagedinlabour,primarilyinagriculture,constructionandservices.Childlabourisparticularlyprevalentinruralandmountainousareasinthenorthernregions,theCentralHighlandsandtheMekongDelta,whereeconomicconditionsarelessdevelopedandaccesstoeducationislimited.AccordingtoareportbyUNICEFinVi?tNam,thechildlabourrateinruralareasisnearlyfourtimeshigherthaninurbanareas.Theministrysreportalsorevealedthat70percentofchildlabourerscomefrompoorornear-poorfamilies,andmostchildrenareunabletocontinuetheireducationbecausetheyneedtohelptheirfamiliesearnaliving.Toaddresschildlabour,Vi?tNamhasenactedvariousregulationstostrengthenthelegalframeworkprotectingchildrensrightsandpreventingchildlabour.The2016LawonChildrenandthe2019LabourCodecontainstrictrulesonchildlabour.Theformerexplicitlydefineschildrensrights,includingprotectionfromchildlabourandotherformsofexploitationandproposesseverepenaltiesforviolations.The2019LabourCodecompletelyprohibitstheuseofchildlabourforthoseunder15yearsold,exceptforcertainlighttasksthatdonotaffectthechildshealthandeducation.Forchildrenaged15to18,thelawalsoincludesstrictregulationsonworkinghours,typesofworkandworkingconditions.TheVietnameseGovernmenthassignedandratifiedseveralinternationalconventionsonchildrensrightsandthepreventionofchildlabour,suchasInternationalLabourOrganisation(ILO)Conventions138and182.Additionally,the2021-2025programmeforthePreventionandReductionofChildLabourisbeingimplementedtoaddressthisissue.Thisprogrammeincludesmeasurestosupporteducationandvocationaltrainingandtoimprovelivingconditionsforpoorfamilies.TheGovernmenthasalsorunnumerouseducationalsupportprogrammesforpoorchildren,especiallyinremoteareas.Everyyear,thousandsofdisadvantagedstudents,includingorphans,receivescholarshipsandtuitionassistance,enablingthemtocontinuetheireducation.In2023,theVi?tNamChildrensProtectionFundprovided13,877scholarshipsworthVN?9.4billionandsupported17,800childreninspecialcircumstanceswithtotalfundingexceedingVN?20billion.Furthermore,manyschools,especiallyinruralandmountainousareas,havebeennewlybuiltorupgraded.TheNationalTargetProgrammeonEducationandTraininghascontributedtoimprovinglearningconditionsforhundredsofthousandsofstudents.In2023alone,272facilitiesforchildrenwerenewlyconstructedorupgraded.Currently,theeducationsectoraimstoensurethatby2030,atleast95percentoflowersecondaryschool-agestudentsandatleast75percentofuppersecondaryschool-agestudentsareenrolled,ensuringallchildrenhavetheopportunitytostudyatleastuntiltheendoflowersecondaryeducation.LivelihoodsupportInternationalcooperationisoneofthemosteffectivemeasurestoaddressmajorcausesofchildlabour.Internationalprojectshavefocusedonprovidinglivelihoodsupporttovulnerablefamilies,ensuringthatchildrencanworksafelyandlegally.TheENHANCEproject,atechnicalassistanceinitiativeaimedatpreventingandreducingchildlabourinVi?tNam,hasbeenimplementedbytheInternationalLabourOrganization(ILO)incollaborationwiththeMinistryofLabour,InvalidsandSocialAffairssince2015.Thisprojecthasbroughtpositiveresultsinthreelocalities:HàN?i,HCMCityandAnGiang.??ngV?nHuy,asixthgraderfromChauPhúDistrictinAnGiangProvince,helpswithhouseholdchoresandisproficientinassistinghismotherwithgrowingoystermushrooms.Huysfamilyisoneof13householdssupportedbytheENHANCEproject.Nearby,seventhgraderNguy?nThanhNhanalsobenefitsfromtheproject.Hisfather,Nguy?nMinhHùng,said:Ifindthisprojectverypracticalasitprovidesstableincomesupportforourfamily.Oystermushroomscanbeharvestedmultipletimes,areeasytogrowandmaintain.Afterdeductinginitialcosts,theincomeisaroundVN?12millionpercrop.Thankstotheprojectssupport,mychildcancontinuehiseducation,hesaid.V?QuangHuy,achildprotectionofficerinChauPhúDistrict,saidthattheENHANCEprojecthasyieldedverypositiveresults.Inadditiontosupportingchildrenseducation,skillsandawareness,italsohelpsfamiliesstabilisetheirlivelihoodsforthelongterm.InTh?chTh?tDistrictinHàN?i,??ngTh?ThúyHi?n,45,wasdiagnosedwithbreastcancerin2012.Herhusbandworkedtemporaryjobsatconstructionsites,whileHi?n,duetoherillness,wasunabletowork,makingitchallengingtosupportherchildrenseducationandmedicalexpenses.Hi?nsfamilywasamongagroupof11familiesselectedtojointheOCOP4-starPotatoJourney.StartinglastSeptember,thesefamilieswereallottedatotalof19,800squaremetresoflandforpotatocultivation.Theyreceivedtechnicalsupportand90percentofthefinancialsupportneededforplanting,seedsandfertilisers.Theyweretrainedonorganicpotatofarmingmethodsandhouseholdfinancialmanagementandreceivedsupportinpromotingagriculturalproductsaswellasdesigningpackaging,flyersandproductsamplesforsuitablemarkets.Hi?nsaid:Incomefrompotatofarminghashelpedusalot.Ihaveadditionalincometosupportmychildrenseducation.Iamverygratefulfortheprojectsandcooperativessupport.Overeightyears,nearly6,000childrenhavereceivededucationalandvocationaltrainingsupport,1,600householdshaveimprovedtheirlivelihoodsandalmost550childrenhavereceivedadditionalsupportsuchashealthinsuranceandassistanceforthoseaffectedbytheCOVID-19pandemic.Forethnicminoritychildren,especiallygirlsathighriskofdroppingoutduetoearlymarriage,theMinistryofEducationandTrainingandtheCommitteeforEthnicMinorityAffairs,incooperationwithUNESCO,havelaunchedtheWeCanprojectinHàGiang,NinhThu?nandSócTr?ngprovinces,withplanstoexpandtoCaoB?ngandKonTumprovinces.Aftermorethantwoyears,over16,000ethnicminoritystudentshavecontinuedtheireducationand4,500parentshavebecomemoreawareoftheimportanceofeducation.—VNS
